Add "Properties" tab, when editing "Home" category in Admin Console

Category items, placed in "Home" category can't accessed from Front-End, because:

• item detail template is missing
• no way to set item detail template for "Home" category, because only "Permissions" tab is visible
• when no category present in url it's assumed to be ID=0, but in fact it should be ID of "Home" category which is default category

I'm proposing to:

• add "Properties" tab on "Home" category editing page
• make "Home" category ID default one during url parsing (kApplication::getBaseCategory method)
