Patch Instructions:
- create "MemcachedCacheHandler" class (similar to "MemcacheCacheHandler"), that will use API provided by PHP Memcached extension
- in the "kCache::__construct" method if we're on PHP 7+, but attempting to use "MemcacheCacheHandler" as per configuration in "/system/config.php" file, then use "MemcachedCacheHandler" automatically
- in "\kInstallToolkit::getWorkingCacheHandlers" method for "$cache_handlers" array:
- make value of "Memcache" key also be "Memcache"
- after above array element add "Memcached" key with "Memcached" value
