Infinite loop during category permission cache update

I got infinite loop during attempt of manual update of category permission cache via "Tools -> Refresh Sections Cache" item in toolbar.

You will only get redirect loop, when you create a set of languages and then delete one/two of them in the middle, e.g.

1,2,3,5,6,7,8,9,11,12,13

and loop will happen on missing 10th language.
