I'm unable to open toolbar submenu twice

In-Portal Admin Console interface uses toolbars to provide quick access to most common actions, that can be performed.

When there are too much actions, and some of them are pretty rare we make toolbar button clicking open a submenu, that will show additional actions that user can make.

However, when you click menu toolbar button twice (first time to open menu and second time to close it), then menu won't show up again no matter how much times you click.

As an example you could try with "New Product" toolbar button in catalog or with "View Menu" button in every grid.
