Create unified module upgrade system, that will implement these concepts:
- the minimal upgradable piece is called "migration"
- migration consists of either sql file, php file or both
- there are 2 migration schemes and each module can choose which to follow: migration-based, version based
- version based: execution state of single migration doesn't matter and only version (which can have several migrations) execution state matters
- migration based: execution state of single migration is tracked
