Create "phing:run" console command

      Description

      Create "phing:run" console command, that would accept following arguments:

      • target_name - name of Phing target to execute
      • path - optional path to supply to that target

      Both argument values needs to be auto-completable.

      When "target_name" argument isn't specified, then all Phing targets needs to be listed.
      When no build file location is known, then ask user about it once.
