  1. always use "Form" class in Admin Console

  2. change behavior of "Form.Resize" method to calculate window width respecting window margins when not inside popup/modal window

  3. wrap configuration setting table in "config_universal.tpl" template with "scroll_container" div (to enable scrolling) as done in other editing forms

Found an issue: The configuration page isn't auto-scrolled to the first error when there is one.
