Here is a patch which can be tested.
Please note that I was thinking about doing this in more fancy way, but it's just wrong to do many changes due to a small thing which probably will be just replaced with better functionality in near future. I hope we are on the same page here.
Additionally this patch fixes other minor things.

Patches must be submitted through Phabricator.
To submit patch via Command Line use Patches Workflow (via Arcanist) tutorial.
To submit patch via Web Interface use Patches Workflow (via Web Interface) tutorial.
In-Portal "Use existing In-Portal installation in this Database", which allows to use existing In-Portal installation database without a need to do a full install.
This is useful, but confuses users, when they have selected "Re-install" option in installation wizard and see that option. It's not only confusing, but also donesn't work, since when option is selected + database is empty, then user is redirected to maintenance login page, but he can't login, since database is empty.
As a result I propose to remove this option during In-Portal re-install process.
