Template "login pending or disabled" is not used

There is a template "login_pending_or_disabled.tpl" in "advanced" theme. This template should be displayed, when user tries to login, while his registration wasn't yet confirmed or it was disabled by administrator.

I've recently checked and this functionality no longer works.

This happened because pending/disabled user login attempt is considered as error and no redirect to "login_pending_or_disabled.tpl" template is made.
