Bug related to SSL in JS/CSS compress feature

Recently discovered odd behavior related to SSL when I had a "broken
lock" on all pages in In-Portal 5.1.0-B2 + Advanced theme.

This never happened before and I was search for http:// non-ssl tag for
along time and then it hit me. We are using:

background: url('@templates_base@/platform/img/horizontal_dashed_line.gif')
bottom repeat-x;

to generate full path to the files and it's probably has the protocol in it.

We should store path (in css) like "/path_to_site/themes/advanced/...."
